Unfortunately I saw a very neglectful babysitter yesterday at the 110 and Riverside playground around 1:30 PM. The child is an approx 18 month year old boy with blond hair. The babysitter was 30ish, short hair, possibly Caribbean decent. The babysitter did not engage with the child at all except to discipline him. At one point he was crying and she didn't seem to care at all. It was very depressing.

I don't know how this is neglectful...You don't know the circumstances, the kid could have wanted a lollipop and the nanny was saying NO!
If you think its such a big deal stay at home...
I know the parents pay this nanny to play with their child but this is not at all by any means neglectful.
There was an article in the NY Times recently about several studies emphasizing the importance of verbal stimulation in brain development during the first three years. Parents and care givers were advised to talk and sing to babies constantly from day one.
If the nanny "did not engage at all" during the whole time OP observed her I consider that neglect. OP observed a disconnect that bothered her enough to come on and post. I would think parents would want to know this if their child is spending ten hours a day with the nanny. She is not doing her job, part of which is to provide age appropriate stimulation.
Please, stop telling parents who hire nannies to stay home. This is a site to report potentially bad nannies. If working parents didn't hire nannies, there wouldn't even be a need for this site. Then, neither good nor bad nannies would have jobs. Keep working parents.....just hire worthy daycare providers.
I am the person who posted the original comment reg 110 St playground nanny and am responding to "DesignNanny". I actually do know the circumstances since I observed the nanny and child for approx 30 min and we were the only ones in the playground. The child did not want a lollipop. He wanted to be pushed on the swing and the nanny wanted to sit on the bench and talk on her phone so she ignored him.
