West Palm Beach Science Museum, Fla.
I have seen this nanny more than once at the museum. She is thin, darker skin, and I think speaks Spanish only. She does not speak to the girl she takes care of. They were in the snack/vending area with the girl eating in silence - with the nanny sitting there with her hands in her lap. The nanny always smiles at me with my kids and the first time tried to assess if they were my own. I often have wanted to report her for being so hands-off or not stimulating or even really warm to the girl she cares for. I was thankful to find this site. (I was about to make my own site.)

You said she only speaks Spanish. They probably don't understand each other. If that's the case, it's the parent's fault for hiring a non-English speaking person to care for their child.
And I don't mean to discredit the nanny when I say that. She seemed nice enough from what you described. Having a language barrier, if that's the case, doesn't make her a "bad" nanny. It means there's a communication problem. The parents hired her anyway, though, so what is there to say? (IF she is indeed the child's nanny and not a friend or relative).
She definitely doesn't qualify as being a bad nanny. I agree with both comments above, it's probably just a language barrier.
I agree as well that she is not necessarily a bad nanny just because she is unable to communicate with her charge. But I have to point out something else too...are the parents supposed to be identifying their nanny here? Because there's probably 100s of thin, dark-skinned Spanish-speaking nannies in West Palm beach. Those were the only identifying factors you mentioned.
From reading this, it is in no way a "Bad" nanny sighting..at all.
I think it's just a language barrier, and yes it does suck (sorry, that's the only word I can think of) for the little girl, but in the end, obviously the parents know about this problem, so it's their fault. Don't blame this on the nanny!!
From what's been written, this is not a bad nanny sighting in my estimation... But you were going to go to the trouble of set up your own website to try to find the girl's parents? Are we missing something here??
the nanny to me seems like she is just shy. She probably feels out of place and people like you keep staring at her. Maybe she doesn't know how to communicate with the little girl all the way yet. Or maybe she feels put-off and doesn't want to make any sudden movements because people who are around her may think she is being "too aggressive" Maybe since the little girl was eating she didn't want to disturb her. Was she supposed to play a game of go-fish while the girl was eating?

I must agree with all the other posters that this probably is a Nanny with a language issue, plain and simple.
In no way does this sound like an abusive or negligent Nanny to me.
